More than 1,000 IPR Protection Assistance Agencies Established in China

China has more than one thousand intellectual property rights protection assistance institutions covering most areas of the country.

Intellectual property rights protection assistance is an important way to help the public and innovative entities protect intellectual property rights. The reporter learned from China National Intellectual Property Administration that China's intellectual property rights protection assistance work had achieved positive results. There are currently more than 1,000 rights protection assistance agencies covering most areas of the country.

In June 2020, CNIPA issued the "Regarding Issuing Guiding Opinions on Further Strengthening Assistance in Intellectual Property Protection", proposed to promote the construction of a rights protection assistance system featuring horizontal and vertical coordination, integrating point and area, and social governance. To realize the integrated “one network” of intellectual property rights protection assistant services including patents, trademarks, geographical indication, layout design of integrated circuit.

At present, there are more than 1,000 intellectual property rights protection assistance institutions in China. In 2020, more than 33,000 applications for rights protection assistance will be processed, and more than 43,000 consultation and guidance services will be provided. In addition, there are currently 194 universities and 386 social organizations participating in rights protection assistance services, more than 5,200 national intellectual property protection volunteers, and more than 5,100 rights protection assistance experts. In April 2020, CNIPA revised and launched the China Intellectual Property Rights Protection Assistance Online Service Platform, which further facilitated rights protection for right holders and the general public.

According to Zhang Zhicheng, director of the Intellectual Property Protection Department of CNIPA, all localities have issued policy documents to strengthen intellectual property protection and rights protection assistance to promote the extension of the rights protection assistance service system to the grassroots. Beijing, Jiangsu, Zhejiang, Guangdong, Shandong, Hunan and other places have established a three-level service system of province, city and county.

Zhang Zhicheng said that CNIPA will further improve the intellectual property rights protection assistance mechanism, optimize the online service platform, and guide all regions to improve service capabilities to serve the public and intellectual property protection needs of innovative entities.
